Who employs Fort McMurray

Fort McMurray exists because of the Athabasca oil sands, and the regional economy is built in layers around it: the producers who own the sites, the contractors who build and maintain them, and the municipal, healthcare and education employers that keep a city of this size running.

I have added a note to each one about how that employer's pay structure tends to land with an underwriter — because in this region, who signs your pay stub and how it is structured matters as much to your approval as the number at the bottom of it.

Oil sands mining, in-situ and upgrading

Suncor Energy

The original oil sands operator and the region’s largest single employer. Runs Base Plant north of the city, the Firebag and MacKay River in-situ operations, and Fort Hills, and has been the operator of Syncrude since 2021.

What this means for your mortgage

Long-tenure Suncor employees are about as clean as an application gets, but the income is rarely just salary. Overtime, shift premium and the annual bonus usually need a two-year history before a lender will use them.

Oil sands mining and upgrading

Syncrude Canada

The Mildred Lake and Aurora operations north of Fort McMurray — one of the largest oil sands producers, operated by Suncor since 2021 on behalf of the joint-venture owners.

What this means for your mortgage

Employees moved between Syncrude and Suncor payroll during the operatorship change. If your employer name changed on paper but your job did not, say so up front — it looks like a job change to an underwriter otherwise.

Oil sands mining and in-situ

Canadian Natural Resources (CNRL)

Operates the Horizon oil sands site and the Albian (Muskeg River and Jackpine) mines north of the city, plus in-situ production across the region.

What this means for your mortgage

Large rotational workforce. Camp-based rotations are completely financeable — the key is documenting the schedule and a stable two-year income pattern.

Oil sands mining

Imperial Oil

Operator of the Kearl oil sands mine north of Fort McMurray, one of the newest large-scale mines in the region.

What this means for your mortgage

Kearl runs heavily on rotation and camp accommodation. Whether a living allowance or subsistence can be used comes down to one thing: is it taxed and on your T4? If it is not, plan on qualifying without it.

In-situ (SAGD) production

Cenovus Energy and MEG Energy

What this means for your mortgage

Southern in-situ workers often live in Anzac or Gregoire Lake Estates. Some of those properties are acreages or on services that need extra lender attention.

Construction, maintenance, logistics and camp services

Major contractors and service companies

A large share of the region’s workforce is employed by the contractors that build and maintain the sites — earthworks, scaffolding, insulation, electrical, catering and camp operations — rather than by the producers directly.

What this means for your mortgage

This is the group generic lenders get wrong most often. Contract, seasonal and turnaround work with big overtime swings needs a lender that averages properly rather than one that takes your lowest year.

Municipal government

Regional Municipality of Wood Buffalo

One of the largest non-industrial employers — municipal administration, fire and emergency services, public works, transit, recreation and the region’s parks and facilities.

What this means for your mortgage

Stable salaried public-sector income, generally the most straightforward file type in the region.

Healthcare

Alberta Health Services — Northern Lights Regional Health Centre

The regional hospital serving all of Wood Buffalo, with emergency, acute care, surgery, obstetrics and specialist clinics, plus community health programs.

What this means for your mortgage

Nursing income frequently includes shift differentials and casual or part-time lines. Guaranteed hours versus casual hours is the distinction that matters to an underwriter.

Education

Fort McMurray Public and Catholic School Divisions

Two school divisions operating elementary, junior high and high schools across Timberlea, Thickwood, the Lower Townsite and outlying communities, plus francophone programming.

What this means for your mortgage

Teachers on continuous contract are simple; term and substitute contracts need a longer documented history.

Post-secondary education

Keyano College

The region’s public college, offering trades and apprenticeship training, university transfer, business, health and academic upgrading, plus the Keyano Theatre and Arts Centre.

What this means for your mortgage

Apprentices moving through their tickets often see income jump between periods. Timing an application right after a ticket completion can meaningfully change what you qualify for.

Common questions

Does overtime count as income for a Fort McMurray mortgage?

Usually yes, but almost never at face value. Most lenders want a two-year history of overtime before they will use it, and they will typically average the two years rather than use your best one. Lenders differ on this, which is why the same pay stub can produce meaningfully different pre-approval amounts at different institutions.

Do lenders count living-out allowance (LOA) and subsistence?

Only when it is taxed. If your LOA or subsistence is taxable employment income and appears on your T4, it is assessed like any other income, generally with a two-year history and an average. If it is paid as a non-taxable allowance and never shows on your T4, plan on it not counting — I am not aware of a lender that will qualify you on untaxed LOA or subsistence. Check your T4 before you set a budget, because for some rotations this is a large share of what actually reaches your bank account.

Can I get a mortgage if I work a camp rotation?

Yes. Seven-and-seven, fourteen-and-fourteen and fly-in-fly-out rotations are completely standard here and completely financeable. Underwriters want evidence the arrangement is stable: two years of T4s, recent pay stubs, and a letter of employment confirming the rotation and whether hours are guaranteed rather than casual.

I just changed employers within the oil sands. Does that hurt my application?

Not necessarily. Moving between employers in the same industry and role is generally viewed far more favourably than a career change, and many lenders will accept a short tenure if the field and income level are consistent. What does cause problems is applying while still on probation, or a change that also changes your income structure. It is worth a conversation about timing before you make an offer.
